As I said if shia were non-Muslim by consensus then they would not be allowed on hajj or umrah; full stop.

I think it might have been the case for in the time of king fahad, but the present day walee of umr welcomes all religions.

hajj is not always about "muslims" but about money as well. just because KSA is a MUSLIM country it doesnt mean that the best MUSLIMS run it or that they have the best INTENTIONS. When I went there me and my friends encountered tooo many shi'i women and we wanted to give them dawa'ah in persian (since we dont know it) so we went to some book stores to find some books that give dawa'ah to shi'i people and more than one book owner told us "do not bother, please don't ask for this again.." there is a lot of fitnah present at the two holy sites because of the shi'i people, in Madina, the "doors" of Ali and Hassan and Hussein and closed off and parts of the Masjid are not accessible because of the weird things they do... may Allah guide them
